How would a Labour leadership contest work?

The Mechanics of a Potential Labour Leadership Contest

Sir Keir Starmer faces intense pressure to retain his position as prime minister, following a wave of dissent that has seen over 90 Labour MPs call for his resignation and five cabinet ministers step down. Amidst this turmoil, former Health Secretary Wes Streeting has declared his intention to enter any leadership race. Meanwhile, Greater Manchester Mayor Andy Burnham, who must first secure a parliamentary seat to challenge for the leadership, has been chosen as the Labour candidate in the upcoming Makerfield by-election. Starmer has cautioned his colleagues that a leadership battle could plunge the party into "chaos."

Rising Pressure from Within

The strain on Starmer’s leadership stems from Labour’s poor performance in the recent elections, the largest since the party’s 2024 landslide victory. Across England, Labour lost nearly 1,500 council seats, with significant gains made by Reform UK and the Green Party. The party also suffered historic defeats elsewhere: it was ousted from power in Wales, ending a century of political dominance, and secured only 17 of 129 seats in the Scottish Parliament, marking its worst result at Holyrood ever.

According to BBC analysis, 92 Labour MPs have publicly demanded that the prime minister resign immediately or establish a timeline for his departure. In addition to Streeting’s exit, four junior ministers—Jess Phillips, Zubir Ahmed, Alex Davies-Jones, and Miatta Fahnbulleh—have also resigned. Despite this internal rebellion, more than 150 MPs have voiced their support for Starmer, arguing that a leadership contest is untimely.

How a Challenge Would Proceed

For MPs seeking to oust Sir Keir, forcing a leadership election would require backing from 20% of the party’s parliamentary group. With 403 Labour MPs currently serving, 81 signatures are necessary to trigger the process. Any other potential candidates wishing to join the contest would also need to secure the support of 81 colleagues.

If Starmer decides to run, he would be automatically placed on the ballot without needing to gather nominations. Crucially, he would remain in office as prime minister throughout the duration of the leadership battle. Notably, no Labour prime minister has ever been subjected to a formal leadership challenge by their own MPs.

The Voting Process

The selection of the new leader involves both party members and affiliated trade union supporters, who cast their votes using a ranked-choice system. Voters assign a number to their preferred candidates, with "1" indicating their top choice. If any candidate achieves more than 50% of the first-preference votes, they are declared the winner.

If no candidate reaches this threshold, the individual with the fewest first-preference votes is eliminated. Their supporters’ ballots are then redistributed according to their second choices. This elimination and redistribution process repeats until one candidate secures a majority. The schedule for the ballot would be determined by the Labour National Executive Committee (NEC). For context, the 2020 leadership contest, triggered by Jeremy Corbyn’s resignation after the 2019 general election defeat, allowed a six-week period for nominations and voting.

Key Potential Contenders

Several figures are identified as likely challengers to replace Sir Keir as both party leader and prime minister:

Wes Streeting After resigning as Health Secretary, Streeting told the prime minister he had "lost confidence" in him. He has confirmed his readiness to compete in any leadership contest. Viewed as the cabinet’s strongest communicator, Streeting highlights his success in reducing NHS waiting lists as a key achievement during his tenure.

Andy Burnham The Greater Manchester Mayor cannot participate in the leadership race until he returns to the House of Commons. He has been officially nominated as Labour’s candidate for the Makerfield by-election on June 18. Burnham has expressed his desire to "bring the change we have brought to Greater Manchester to..."
