How would a Labour leadership contest work?

How would a Labour leadership contest work?

What is the procedure for a Labour leadership election?

Prime Minister Sir Keir Starmer is currently battling to retain his position following a significant rebellion within his own ranks, with over 90 MPs calling for his departure and five cabinet ministers stepping down. Amidst this turmoil, former Health Secretary Wes Streeting has declared his intention to run in any leadership contest. Meanwhile, Greater Manchester Mayor Andy Burnham, who must first return to the House of Commons to be eligible for the top job, has been chosen as the Labour candidate in the upcoming Makerfield by-election. The Prime Minister has cautioned his party that initiating a leadership battle could plunge the movement into "chaos."

Why is Starmer facing internal pressure?

The strain on Starmer’s leadership stems from Labour’s poor performance in the largest batch of elections since the party’s decisive victory in 2024. Across England, Labour shed nearly 1,500 council seats, while support for Reform UK and the Green Party surged, eroding Labour’s traditional base. The party also suffered a historic low in Scotland, securing only 17 of 129 seats in the Scottish Parliament. Additionally, Labour lost its governing position in Wales, ending a century of political dominance in the region.

In response to these results, the BBC has identified 92 Labour MPs who have publicly demanded either an immediate resignation from Starmer or the establishment of a timeline for his exit. Alongside Streeting’s resignation, four junior ministers—Jess Phillips, Zubir Ahmed, Alex Davies-Jones, and Miatta Fahnbulleh—have also quit their posts. However, the Prime Minister retains substantial backing, with more than 150 MPs expressing support for him or arguing that a leadership contest is untimely.

How would a challenge proceed and who is eligible?

Dissatisfied MPs could attempt to trigger a leadership election by securing the support of 20% of the party’s parliamentary representatives. With 403 Labour MPs in total, this threshold requires 81 signatures. Should a challenge be launched, other prospective candidates would also need to secure 81 backers to join the ballot. Unlike his rivals, Starmer would not need to gather nominations; if he chose to run, he would be automatically included on the ballot. Throughout the contest, he would remain in office as Prime Minister. Notably, no Labour Prime Minister has ever faced a formal leadership challenge from within their own parliamentary party.

How is the new leader selected?

The election process relies on a ranked-choice voting system. Party members and affiliated trade union supporters rank candidates in order of preference, assigning a "1" to their top choice, "2" to their second, and so forth. If a candidate secures more than 50% of the first-preference votes, they are immediately declared the winner. If no one achieves a majority, the candidate with the fewest first-preference votes is eliminated, and their supporters’ ballots are redistributed according to their next available preference. This elimination and redistribution cycle continues until one candidate surpasses the 50% threshold.

The National Executive Committee (NEC), Labour’s governing body, determines the timeline for the ballot. For context, the 2020 leadership contest, which followed Jeremy Corbyn’s resignation after the 2019 general election defeat, allowed six weeks for nominations and voting.

Who are the potential successors?

Key figures considered likely to challenge Sir Keir for the leadership and premiership include Health Secretary Wes Streeting, Greater Manchester Mayor Andy Burnham, and former Deputy Prime Minister Angela Rayner.

  • Wes Streeting: Having resigned as Health Secretary, Streeting stated he has "lost confidence" in the Prime Minister and has confirmed his participation in any leadership race. He is regarded as the cabinet’s strongest communicator and highlights his success in reducing NHS waiting lists as a key achievement.
  • Andy Burnham: To contest the leadership, Burnham must first win a seat in Parliament. He has been officially nominated as Labour’s candidate for the Makerfield by-election on Thursday, 18 June. Burnham has expressed his desire to extend the transformative changes implemented in Greater Manchester to the national stage.
