President Donald Trump has appointed Bill Pulte, a housing regulator, to serve as the acting Director of National Intelligence (DNI). In this capacity, Pulte will temporarily lead the nation’s top spy agency, overseeing 18 federal intelligence organizations. The choice has ignited debate among legislators and other observers, particularly because Pulte, a private equity financier and member of a prominent home-building family, lacks a known background in intelligence operations.

Pulte’s tenure as head of the Federal Housing Finance Agency (FHFA) has been marred by allegations that he utilized his position to target political adversaries of President Trump. Critics accuse him of issuing criminal referrals based on alleged mortgage fraud claims against individuals perceived as Trump’s enemies. Pulte’s appointment is effective immediately, filling the vacancy left by outgoing Director Tulsi Gabbard, whose final day in office is June 30.

In a Tuesday post on his social media platform, Trump highlighted Pulte’s management of government-sponsored enterprises Fannie Mae and Freddie Mac. “William has deep experience managing the most sensitive matters in America, the safety and soundness of the Markets, and over 1 Trillion Dollars at Fannie Mae/Freddie Mac, a substantial increase from where it was just 12 months ago,” Trump wrote. “During this period, he will remain Director of the Federal Housing Finance Agency, and Chairman of Fannie Mae/Freddie Mac. Congratulations to Director Pulte!”

Fannie Mae and Freddie Mac play a crucial role in the housing sector by purchasing mortgages, which they either retain or package into securities, thereby providing liquidity to the market. These entities operate under the regulatory purview of the FHFA.

The appointment drew immediate and sharp criticism from Democratic lawmakers. Senator Mark Warner, the ranking Democrat on the Senate Intelligence Committee, stated, “This appointment speaks volumes about what this president expects from the nation's top intelligence official.” Warner continued, “Rather than selecting a respected national security professional capable of delivering independent judgments, the president has chosen an official who has demonstrated not just willingness but eagerness to use the authorities of government to pursue political retribution.”

Reports indicate that Pulte has actively pursued criminal charges against several high-profile figures critical of Trump, including California Senator Adam Schiff, New York Attorney General Letitia James, former Federal Reserve Chairman Jerome Powell, and Fed Governor Lisa Cook. Additionally, Pulte has been linked to efforts aimed at removing leadership from the Federal Reserve. To date, none of these referrals have resulted in successful prosecutions.

In response to these concerns, the Government Accountability Office has launched an investigation into the FHFA’s methods for conducting mortgage fraud investigations and any recent alterations to its procedural frameworks.

Senator Schiff addressed the DNI nomination on X, asserting that Pulte “politicized and weaponized the housing agencies and will do the same in the intelligence community.”

Reactions from Republicans were more cautious. Texas Senator John Cornyn, who recently failed to secure his party’s nomination for his Senate seat after Trump supported his primary challenger, told reporters, “I don't see any evidence of his qualifications for that job, but I'm willing to listen.”

Under federal regulations, acting officials are limited to serving for 210 days unless they receive Senate confirmation. Consequently, Pulte’s term as acting DNI is scheduled to conclude in late January 2027.
